JAIPUR, SEPT. 12. The Rajasthan Education Minister, Ghanshyam Tiwari, has called for making a provision for giving share in the State revenue to the Panchayati Raj institutions as a step to strengthen them. Rajasthan was the first State that had fully implemented the 73rd amendment to the Constitution for empowering the panchayat bodies, he said. Inaugurating a newly- built auditorium in the Zila Parishad here on Saturday, Mr. Tiwari said though the powers and authority on 29 subjects listed in the Eleventh Schedule of the Constitution had been transferred to panchayats, their effective control was still lacking. Granting the authority to exercise powers would enable panchayats to function as the institutions of self-governance, he added. Mr. Tiwari emphasised that the Panchayati Raj institutions should get a share in the revenue of the State on the lines of the State's share in the Central revenue. He expressed the hope that this provision would strengthen the panchayat bodies. The Minister of State for Panchayati Raj, Babulal Verma, said the State Government had recently appointed a Cabinet Sub-Committee to make recommendations for strengthening panchayats and called upon the panchayat functionaries to dedicate themselves to people's welfare.
