By Our Special Correspondent

MUMBAI, SEPT. 12. The Congress' 13-member election committee, appointed last night to oversee the coming Assembly elections, balances the old and the new.

The party president, Sonia Gandhi, announced the committee, which will be in-charge of the planning for the party's election strategy in this crucial state. The All-India Congress Committee general secretary, Margaret Alva, who has been based in Mumbai for the last few weeks, has been appointed as a Special Invitee to the committee. The 13-member committee includes the Maharashtra Chief Minister, Sushil Kumar Shinde, as well as his predecessor, Vilasrao Deshmukh, and A.R. Antulay, another former Chief Minister.
