Sir, Three years since 9/11 there is no let-up in terror. The chilling reminders of the growing infrastructure of terror are all around. It is time all the members of the United Nations drew up an action plan to halt the juggernaut of terror.

* * * Sir, 9/11 was no doubt condemnable. But has the U.S. learnt its lesson? In this year of the presidential election, Americans have an opportunity to decide whether they want to live in perpetual fear of reprisals or change their destiny. The "war on terror" fails to carry conviction in view of the U.S.' own track record. We in India, meanwhile, fail to understand why no tears have been shed for those who have died in terror attacks in our country for more than a decade.
