Stray dogs being killed in West Kochi

KOCHI, SEPT. 13. Local youth in Kumbalanghi panchayat are rounding up stray dogs and brutally beating them to death. By Monday morning, almost 50 dogs had been killed in this manner.

"There is no way out of the issue and I have asked the youth to kill even my dogs if they stray out of my compound," said one of the residents. One of his three dogs was killed by the team a few minutes before he spoke to The Hindu.

The law proscribes the local administration from cornering the stray dogs and killing them. Instead, they are supposed to sterilise the animals and let them go after a day's rest. With the panchayat having only one veterinary surgeon, their options are few.

Collector's order

On the other hand, the Kumbalanghi panchayat is relying on an order from the District Collector's office, issued on September 2, which referred to the directive of the Ombudsman of Local Bodies "for the destruction of stray dogs".

The panchayat officials have contacted a dog-catcher from Perumpadappu to eliminate stray dogs from Wednesday onwards.

The Ombudsman had initiated suo motu action on the issue of stray dogs following media reports and editorials that highlighted the incidents of stray dogs attacking people.

The Ombudsman had ordered the local bodies to "take effective steps for the destruction of the stray dogs using methods with minimum of suffering on a war-footing and save the inhabitants of their respective areas from the fatal health hazards caused by the stray dogs".

For the time being, the animals straying outside the security of its owner's house face a brutal end.

None of the 15-member team at Kumbalanghi, who went on a dog-killing spree, was willing to talk, fearing legal action.

Once the Kumbalanghi panchayat starts catching the stray dogs, officially, the Chellanam panchayat might soon follow the suit.

Complaints

"All the panchayat committees are flooded with complaints regarding the stray dog menace and we repeatedly sent requests to the authorities concerned for obtaining permission to catch stray dogs. Nothing has happened so far," said the Chellanam panchayat president, Kusumam John.

The last time Chellanam panchayat caught stray dogs was a couple of years back.
