Sir, The Army Chief, General N.C. Vij, is right in telling the Union Home Minister not to withdraw the Armed Forces (Special Powers) Act from Manipur. The Army and other security forces cannot be expected to carry out counter-insurgency operations without it. If a political solution to the issue is found and the police machinery used properly, there will be no need for the Army to work in such a secondary role.
