Sir, India's global responsibility and its nuclear capability make it a suitable candidate for a permanent seat in the United Nations Security Council. India, Japan, Brazil and Germany should resort to positive advocacy to be heard. Permanent members usually like to veto such proposals.

* * * Sir, Dr. Manmohan Singh, it is hoped, will address the United Nations in English for his speech to be effective and impressive. Our diplomats should arrange for his interviews and press conferences in the international media. This will further India's interests.

* * * Sir, Neither a permanent seat in the Security Council nor the nuclear bomb automatically makes India a superpower. When it comes to international issues, India needs to elucidate its stand in clear terms. It can be a "responsible" superpower by making itself heard more, not by procuring sophisticated weapons.
