HYDERABAD, SEPT. 14. The first full-fledged meeting of the recently-constituted Commission on Farmers' Welfare will be inaugurated by the Chief Minister, Y.S. Rajasekhara Reddy, here on September 20.
Report in two months
The 12-member body headed by Jayati Ghosh, professor and chairperson, Centre for Economic Studies and Planning, Jawaharlal Nehru University, had been asked to submit a comprehensive report to the Government within two months, the Agriculture Minister, N. Raghuveera Reddy, told reporters here on Tuesday. He said the commission was constituted as per the recommendation of the Cabinet Sub-Committee "to probe further into the whole issue of agricultural development and productivity vis-à-vis farmers suicides". He said the first meeting would be attended by all the members and eight special invitees. The State Ministers, departmental heads of agriculture and allied subjects like fisheries and animal husbandry, representatives from the ICRISAT, CRIDA, the Directorate of Rice Research and others would attend the meeting to be held at the Dr. Marri Channa Reddy Institute of Human Resources Development.
Terms of reference
Giving the details of the four broad terms of reference of the Commission, he said that it would study the reasons for the farmers' distress in the State, resulting in their suicides; propose action to redress the causes for distress in farmers; make recommendations regarding the overall agricultural development and productivity; suggest modalities for the constitution of Agriculture Technology Mission with the Chief Minister as Chairman and make any other relevant recommendation. He said the Commissioner for Agriculture, S. Bhattacharya, had been appointed as the member-convenor and Usha Patnaik, Agro-economist, JNU as adviser.
