CHITRADURGA, SEPT. 14. Narayanaswamy, Chief Executive Officer of the Chitradurga Zilla Panchayat, has expressed dissatisfaction over the lack of progress under the Union Government-sponsored SGRY programmes in the district. Participating in the Karnataka Development Programme meeting here on Monday, he urged the officials to lift foodgrains to be used under the development works. H. Hanumanthappa, Chairman of the Standing Committee on Education and Health in the panchayat, questioned the inordinate delay in the supply of pumpsets and power to borewells drilled two years ago under the Ganga Kalyana Yojane (drinking water scheme). He wanted the officials to expedite the work to help the poor. He alleged that some backward class and minorities hostels would be closed for want of students as the students had refused to join them because of improper maintenance.
Refuted
Eranna, district officer, Backward Class and Minorities, refuted the allegation and said the hostels were run properly with the available facilities provided by the Government. He promised that the vacancies in the rural area would be filled. He promised that the suggestions of the members for improving the hostels would be implemented. H. Nagaraj, panchayat Vice-President, took exception to the irresponsible reply of the Mines and Geology Department over the inconvenience caused to the people because of mining in the district. He reiterated the charge that the people were put to hardship in Challakere taluk and demanded that the panchayat member of that area be convinced before permission was given to extract minerals. Girija Pujari Ningappa, panchayat President, said, "The progress (made) by some departments even after six months is nil. How can the people be helped with any development programmes.''
Resented
She resented the attitude of the bankers who had failed to help the poor. She asked the Lead Bank manager to issue a circular to all bank managers not to delay the sanctioning of loans to the poor. G.T. Thippeswamy, Chairman, Social Justice Committee, regretted the non-supply of books and uniforms to students even after three months of the commencement of the academic year. Students had been victimised because of the delay, he said. Mr. Thippeswamy wanted the Government not to adopt a step-motherly attitude towards private school students in extending the benefits. Githa Bai, Chairperson, Standing Committee on Industry, wanted to know the hitches, if any, in filling vacancies of anganwadi workers in the district and urged the officials to appoint anganwadi workers wherever necessary. Krishnamurthy of the Watershed Development Department said Rs. 18 lakhs of the Rs.46.45 lakhs sanctioned had been utilised and check-dams, pick-ups and other works were completed at a cost of Rs. 103.96 lakhs of the Rs. 2.02 crores released. Ms. Girija Pujari Ningappa issued instructions that show cause notices be served on officers who had abstained from the Karnataka Development Programme review meetings. Mr. Narayanaswamy concurred with the panchayat President and instructed the Deputy Secretary to make a list of absentees since April. He warned the officers that their names would be submitted to the Government recommending action against them.
