LUCKNOW, SEPT. 15. Filing of nominations commenced today for the October 13 by-elections to two Lok Sabha and 12 Assembly seats in Uttar Pradesh. The Model Code of Conduct had come into force on August 24, when the Election Commission had announced the poll schedule. With the issuance of the election notification, the poll process formally commenced in the Assembly constituencies of Milkipur, Mujehna, Atrauli, Ghaziabad, Ahirauri, Madiyahun, Allahabad (West), Karchana, Iglas, Bhagra, Sidhaur and Saidpur and the two Lok Sabha seats of Akbarpur (R) and Mainpuri. According to the State Chief Electoral Officer (CEO), Vijay Sharma, September 22 is the deadline for submitting nomination papers, scrutiny would be held the next day and September 25 is the last date for withdrawal of candidature. Polling would be held on October 13 from 7 am to 5pm and three days later, on October 16, the votes would be counted, of the aggregate 6.3 million electorate, for whom 5,879 polling stations will be set up in 17 districts of the State. The Mainpuri Lok Sabha seat was vacated by the Samajwadi Party supremo and U.P. Chief Minister, Mulayam Singh Yadav, and Akbarpur by the BSP president, Mayawati, after she was elected to the Rajya Sabha. The SP held six of the 12 Assembly constituencies, the BJP and the Congress two apiece and the BSP and RLD one each. Ten vacancies arose due to the election of the members to the Lok Sabha while the SP MLA, Anand Sen, resigned from Milkipur in Faizabad district after he joined the BSP and the Mujehna seat in Gonda fell vacant following the death of the sitting BJP member, Ghyanshyam Shukla. The former Chief Minister, Kalyan Singh, had vacated the Atrauli constitutency in Aligarh district after he was elected to the Lok Sabha from Bulandshahr. Almost all major political parties had announced their nominees and the election campaign has begun. UNI
