THIRUVANANTHAPURAM, SEPT. 15. The Cabinet on Wednesday decided to shift the Director of State Lotteries, K. Suresh Kumar, as Director of a new Department for Monitoring and Project Implementation. His transfer comes at a time when the Lotteries Directorate is engaged in fighting tax evasion and swindling of funds by those running lotteries. Talking to press persons after the Cabinet meeting, the Chief Minister, Oommen Chandy, denied that the transfer had anything to do with the ongoing action against lottery operators. It would not slacken the proceedings against them. "If the Government has decided on a policy, it has the will to carry that out whoever be the implementing officers," he said. The Chief Minister noted that Mr. Suresh Kumar was being entrusted with an important responsibility. The new Department would be in charge of the implementation of the 100-day action Plan and the one-year action plan of the Government. The one-year action plan would be implemented from November 1. C. T. Ayyappan would be the new Lotteries Director. L. Radhakrishnan would be appointed as Secretary (Cooperation and Ports) and C. V. Ananda Bose as Secretary (Forests). S. Subbaih would be appointed as the Director of Institute of Management in Government and T. Balakrishnan as the new Excise Commissioner. J. Sukhakaran would be the Chief Principal Secretary for the Tribal Mission. N. A. Krishnankutty would be appointed as the Director of Municipalities.
