Town and Country Planning Bill to be amended

BANGALORE, SEPT. 15. The State Government has decided to amend the Karnataka Town and Country Planning Bill, passed by the legislature, to regularise unauthorised constructions in view of some objections raised by the Governor, T.N. Chaturvedi.

The Minister for Water Resources and Transport, M. Mallikajun Kharge, told presspersons after a meeting of the Cabinet subcommittee concerned that the Governor had withheld assent to the Bill and returned it to the Government raising some doubts about its effective implementation. The Bill was passed to facilitate one-time regularisation of unauthorised constructions in cities and towns.

Changes

The subcommittee had discussed the Bill in detail and decided to incorporate changes with regard to building bylaws and imposition of penalty, the Minister said.

The committee had also decided to study the Town and Country Planning Acts of Maharashtra, Andhra Pradesh and Tamil Nadu, Mr. Kharge said.

Mr. Chaturvedi had raised some legal issues relating to the Bill and problems that might crop up during its execution. Based on the suggestions given by the Governor, the committee had decided to amend the Bill, Mr. Kharge said.

The changes suggested by the panel would be placed before the Cabinet for approval, he added.

Helmets

Mr. Kharge said there were differing viewpoints about making helmets compulsory for two-wheeler riders. People in Gulbarga, Chitradurga, Bellary, Bidar and Raichur were against the rule as it caused inconvenience to two-wheeler riders during summer when the day temperature crossed 40 Celsius.

The Government would examine the issue and take a decision after consulting health experts, he said.
