NEW DELHI, SEPT. 16. The Union Rural Development Ministry today issued new guidelines for the Sampoorna Grameen Rozgar Yojana to introduce an effective system of monitoring and supervision. Under the new scheme, a vigilance committee of the beneficiaries will be formed for every work that is being executed by all three levels of panchayati raj institutions.
Meeting
The beneficiary belonging to that area will attend the gram sabha meeting and through the process of association, a nine-member committee will be formed. The committee will consist of PRI representatives of the area, retired Government and defence employees and social workers. Emphasis has been laid on participation of weaker sections and women.
Supervision
The estimate for every work shall be prepared in consultation with the vigilance committee. The committee shall exercise supervision of the quality of work being carried out on a day-to-day basis and will also countersign the completion certificate. It is expected that by forming such a committee of local beneficiaries, the participation of the people, transparency and fairness shall be ensured.
Ministry's directive
The Ministry has also directed all the State Governments to issue directions to the field level functionaries associated with the execution of the development programmes to undertake intensive inspection of work in their respective administrative jurisdiction. The Ministry has appointed Area Officers from among the senior officers of the Ministry for different States who will visit the site and ensure coordination as well as ensure that provisions pertaining to supervision and monitoring are being properly carried out.
District committee
Further, national level monitors have also been appointed for taking up all monitoring and selective number of districts at random so as to ascertain the ground reality. The formulation of a district level vigilance committee under the chairmanship of the local Member of Parliament has also been finalised.
