THIRUVANANTHAPURAM, SEPT. 17. All eligible landholders in the State would be given title deeds within the next 100 days, the Revenue Minister, K.M. Mani, said today. Addressing presspersons after a conference of the District Collectors here, Mr. Mani said there were 28,138 eligible landholders who were yet to be given title deeds in the State. They included those living in `purambokku' lands, `laksham veedu' colonies and `excess land' taken over by the Government from big landlords decades back.
Forest land
The list also included 7,797 `malayora' farmers who had taken possession of forestland before January 1, 1977. The Union Government had given permission for legitimising their claim over the forest land taken over by them for cultivation. Most of these `malayora' farmers were in Idukki district. They were required to remit a fixed fee to the Government for the land in their possession and the tree growth in the land. They could not be given title deeds so far since they had failed to fulfil this commitment to the Government, Mr. Mani said. He said an intensive drive would be launched in each district to collect these dues from the eligible forestland holders and issue them title deeds.
Passbooks
Steps were also on to prove `kissan pass books' to all landholders in the State. A `Kissan Pass Book Bill' drafted by the State Government was now with the Union Government for its approval. Once the approval was received, the Bill would be introduced in the State Assembly and passed, he said. The proposed legislation was to help the weaker sections, which had been provided land by the Government under various programmes. Land provided to weaker sections had been made non-alienable. This was causing considerable difficulties to the families concerned since the banks were not accepting their documents as collateral security for extending loans. The proposed legislation was to make the `kissan pass book' legally acceptable to the banks as a record of right over the land held by such families, he added.
