SALEM, SEPT. 19. Salem administration has been implementing the total sanitation scheme in the district since June 2003.
The scheme, being funded by State and Central Governments and supported by the people would continue till 2006.
1. 12 lakh individual toilets
According to the Collector, A. Sukumaran, the Government had sanctioned a sum of Rs. 14.24 crores for implementing the scheme in the district. He said that under this scheme, 1.12 lakh individual toilets for those who were living below the poverty line (BPL) would be constructed before the end of 2006. The Collector said that under the total sanitation scheme, the UNICEF-supported school sanitation and hygiene education programme was also being implemented. The scheme would be implemented in four phases such as capacity building phase, planning, cluster level training phase and implementation.
Under the capacity building phase, three steps would be undertaken.
The district was conducting district-level workshops to enhance the capacity building for its members and forming monitoring committees at block levels.
Mr. Sukumaran pointed out that under the planning phase, issues related to hardware (toilet construction) would be discussed.
An awareness component on school sanitation would be stressed. Under the cluster level training phase, the monitoring committees would be imparting training to school teachers, including headmaster, one teacher, one parent teacher, a panchayat representative, two boys and two students and one member from literacy programme.
