Five new Lok Sabha segments mooted

THIRUVANANTHAPURAM, SEPT. 20. The Delimitation Commission has proposed to carve out five new Lok Sabha segments — Kunnamkulam, Malappuram, Chalakkudy, Wayanad and Attingal — in the State.

According to the working note prepared by the commission, instead of Adoor, Kunnamkulam will be a reserved segment. The other reserved constituency is Ottapalam. It has also been proposed to do away with Palakkad, Manjeri, Mukundapuram, Muvattupuzha and Chirayinkeezhu constituencies. But for structural changes, there will not be any change in the number of segments. The changes have been suggested on the basis of the population figures in the census report of 2001.

The Kunnamkulam Lok Sabha constituency consists of Kavassery (SC), Chittoor, Nenmara, Alathur, Chelakkara (SC), Kunnamkulam and Wadakkancherry Assembly segments. Kaipamangalam, Chalakkudy, Kodungallur, Angamaly, Aluva, Kalamassery, and Paravur are the Assembly segments that have been proposed to be included in Chalakkudy Lok Sabha constituency. The Assembly segments proposed to be included in Malappuram are Wandoor (SC), Manjeri, Perinthalmanna, Mankada, Malappuram, Vengara and Vallikunnu. The Wayanad constituency has within its limits Manathavady (ST), Sulthan Batherry (ST), Kalpetta, Balussery (SC), Elathur, Koduvally and Thiruvambady Assembly segments. The seven Assembly segments proposed to be included in Attingal are Varkala, Attingal (SC), Chirayinkeezhu (SC), Nedumangad, Pangode, Aruvikkara and Parassala.

Changes have been suggested in the Assembly segments too. The working note has proposed to do away with a number of constituencies, including Mala, Thrissur, Ernakulam, Nemom, Kazhakoottam, Vamanapuram.

The three-member commission headed by the former Supreme Court Judge, Kuldip Singh, comprises the Central Election Commissioner, B.B. Tandon, and the State Election Commissioner, N. Mohandas. The Chief Electoral Officer, P.J. Thomas, is not a member of the commission. Five MPs, P. Rajendran, N.N. Krishnadas, P.C. Thomas, P. Karunakaran and C.K. Chandrappan and five MLAs, M.P. Gangadharan, Aryadan Mohammed, E.T. Mohammed Basheer, Kodiyeri Balakrishnan and Benoy Viswam are the associate members. Sources said that Mr. Aryadan who has taken over as the Electricity Minister in the UDF Government headed by Oommen Chandy, has expressed his willingness to resign from the commission. The Speaker, Therambil Ramakrishnan, will nominate an MLA instead of Mr. Aryadan.

Draft finalisation

A meeting of the commission, including the associate members, will be held in New Delhi on October 1 to discuss the working note and finalise the draft.

The commission will incorporate the suggestions of the associate members and then prepare the draft report. Sources said that the working note might not be accepted by the commission in total. Drastic changes may be made in the working note after discussions. The associate members may suggest geographical changes to the working note circulated among them for discussions. The draft report will be drawn up on the basis of the discussions and it will be published in the national and State gazettes. The commission will then hold three regional sittings in the State to elicit the opinion of various sections, including the elected members, representatives of political parties and the public. The parties as well as individuals can propose changes to the draft report.

The commission will examine the suggestions and discuss them with the associate members before preparing the final report.

A clear picture will emerge only after the preparation of the final report, which will be tabled in Parliament for approval. The entire process is likely to be completed well before the next Assembly elections.
