LUCKNOW, SEPT. 21. Opposition parties, including the Congress, today met the Election Commissioner, N. Gopalaswami, over the alleged misuse of official machinery by the Mulayam Singh Yadav government in Uttar Pradesh ahead of the by-polls to one Lok Sabha and 12 Assembly seats. They also demanded holding of elections under the observation of Central forces. Separate delegations of main Opposition BJP, the BSP and Congress -- extending outside support to the U.P. government -- met Mr Gopalaswami here and alleged misuse of official machinery by the state government. The delegations alleged that the ruling SP had appointed several of its Ministers as in-charges of various constituencies. ``These Ministers are in turn exerting pressure on district officials to work in favour of the SP candidates,'' said Hridya Narain Dikshit, who had led the BJP delegation. Mr Dikshit claimed if the EC failed to deploy Central observers in these constituencies, the elections could not be termed as fair. ``We requested Mr Gopalaswami to deploy Central forces to ensure that the voters cast ballot freely,'' he added. Meanwhile, the Congress delegation asked the EC to deploy additional observers besides those already appointed. ``The EC should take a stand on possible rigging to assure the electorate that their interests were intact,'' said Ramkrishna Dwivedi, who led the Congress delegation. He claimed the party tried to give the EC a complete picture of the law and order scenario in the state. ``We expect him to send across a message that the EC would not allow any misuse of official machinery,'' he added. Recently, AICC general secretary in-charge of U.P. affairs Satyavrat Chaturvedi had alleged that the State Government had plans to rig the by-elections. UNI
