HYDERABAD, SEPT. 22. The speech made by the Chief Minister, Y. S. Rajasekhara Reddy, at a seminar on "work culture" held at the Secretariat today for staff, was replete with snipes and jibes aimed at his predecessor, N. Chandrababu Naidu.
`One-man show'
Making an oblique reference to Mr. Naidu, he said, "it was a one-man show earlier" with the Chief Minister doing everything. The attitude towards staff was marked by suspensions, threats. He said the Government did not mean the Chief Minister alone but a large segment of the 12 lakh employees as well. The administration would be on the right track if the employees did their assigned work without pressure. It was his firm conviction that discipline should come from within. Employees should consider themselves servants of society and meet the aspirations of people. Dr. Reddy cautioned them that they should not be under the impression that there would be no disciplinary action, if any irregularity was committed.
Land allotment
The Chief Minister regretted that 90 per cent of the files in Government offices related to grievances of the staff who constituted only 10 per cent of the population. The Chief Minister said he would clear the allotment of 100-acre land near Hyderabad this week itself. The Chief Secretary, Mohan Kanda, spoke of the "conflicting press reports" about him in the recent past. He said he was elated that he was backed by the large family of employees. A. Ramakrishna, president, Andhra Pradesh Secretariat Association, who welcomed, reminded the staff that they were servants of people. Satish Chandra, Secretary, General Administration, spoke.
