PONDICHERRY, SEPT. 29. The legislator from Yanam, Malladi Krishna Rao (Ind), is heading a 30-member delegation to New Delhi tomorrow to meet the President and the Home Minister to demand a region-wise referendum before deciding statehood for Pondicherry. Mr. Rao, who has been opposing statehood saying it would slow down development, told newsmen here today that the delegation would include representatives of government employees' associations and consumer activists. He said there was a commitment in the Treaty of Cession that before making any constitutional changes, the people's wishes should be ascertained. Mr. Rao said he had also sought an appointment with the Prime Minister.
