BANGALORE, SEPT. 29. An Assistant Executive Engineer (AEE) in the Bangalore Mahanagara Palike's (BMP) quality control wing, Bhagwan Das, has been working without drawing his salary for 17 years. The BMP's administration and accounts departments are not aware of it. This issue came up in the BMP Council meeting on Wednesday and the Commissioner, K. Jothiramalingam, and the Mayor, P.R.Ramesh, said they were unaware of the matter. Nagarathna, who raised the issue, wanted to know how the employee managed to live without drawing his salary. "What was the motivation behind the act? This is a record and we should honour him for it. This indicates that he has been living on bribes," she said. The Commissioner who said he was surprised to know the matter, asked the Deputy Commissioner (Administration), V. Srirama Reddy, to inquire into the matter and get back to him in an hour. Mr. Reddy told the members that Mr. Das joined the BMP as a draughtsman in 1976 and was posted in Rajajinagar. He was transferred to the roads division in 1988, but his salary details were not updated because he did not get the Last Pay Certificate (LPC) from the engineering wing, Mr. Reddy said. "In 1994, an inquiry was ordered against him for some alleged irregularities and he was placed under suspension. The probing authority ordered that he be denied four annual increments. Later, he was reinstated and subsequently promoted as Assistant Executive Engineer (AEE). At this stage, he became a self-drawing authority. But he has not drawn his salary," Mr. Reddy said. The Deputy Commissioner said Mr. Das's father had written to the BMP on June 15 pleading that his son's salary arrears be cleared. Pointing out that he did not have any other details about the issue, Mr. Reddy said he was studying the file. When members sought to know how the employee managed without pay, the Mayor ordered an inquiry.
