TIRUCHI, SEPT. 30 . The Tiruchi Corporation has drawn up an ambitious `Vision Plan' for improving civic amenities in the city over the next five-year period in the hope of getting funds from the Government for the plan. According to sources, the plan document has been drawn up under instructions from the higher authorities, who have instructed all Corporations and Municipalities to prepare the `Vision Plan' by outlining a plan of action for improving various civic services, in anticipation of getting financial assistance from the World Bank. Sources said though the plan document was finalised on a total outlay of Rs.489 crores, the implementation of it would depend on receipt of funds. Nevertheless, the authorities were hoping that the funds would be made available sooner than later. The Tiruchi Corporation, two years ago, had also prepared a City Corporate Plan with the help of a private consultancy firm, which was supposed to be a strategic paper identifying the development areas over the next five years. Some of the components of the CCP will form part of the `Vision Plan'. The `Vision Plan' document splits the outlay in two phases, the first to be taken up in the first two-year period and the remaining over the next three years from 2006-07. The document has also helped the Corporation in prioritising the focus areas. Accordingly, solid waste management, education and health care would be the three main thrust areas identified in the document for getting a lion's share of the financial allotments. The solid waste management component proposes several improvements to the existing solid waste disposal infrastructure, especially in terms of garbage transit centres, acquisition of heavy equipment such as mechanical road sweepers, `dumper placers,' tippers, containers and allied machinery. Under education sector, it has been proposed to improve the facilities in Corporation schools, especially with regard to classrooms and laboratory facilities. A revamp of the Corporation hospitals and dispensaries will also find a place in the future scheme of things. It has been planned to expand the road network, besides improving bus stands and parks. Slum development and human resource development also form part of the Vision document.
