The following are the highlights of the agenda proposed by naxalites for the October 15 talks: Creation of a minimum democratic atmosphere for the talks through withdrawal of cases, release of political prisoners, removal of rewards on heads of leaders and a ban on maintenance of armed gangs by police. Land distribution. World Bank's economic policies. Democratic rights. Issues of different social groups - dalits, women, tribals and minorities. Separate Telangana. Rayalaseema and North Coastal Andhra backwardness and development. Education, health and welfare. Corruption
Approach strategy
Democratic behaviour by both sides during the talks. Protection and safe passage for naxalite leaders. Provision for change of representatives at the negotiating table. Participation by experts representing both groups. Conduct of talks in Warangal, Visakhapatnam and Anantapur also. Mediators should take part in the talks to resolve differences. The Monitoring Committee should go into ceasefire violations. Both sides and police should not issue statements vitiating the peace.
