CHAMARAJANAGAR, OCT. 5. H.S. Mahadev Prasad, Gundlepet MLA, has said that the gram panchayats can now take up development works independently and realise the concept of decentralisation of power under the panchayat raj system. He was speaking after inaugurating the cash counter at Primary Agriculture Cooperative Bank, the automatic community milk drawing machine unit, and the distribution of Raitha health cards under the Yashaswini scheme at Puththanapura village in Gundlepet taluk here on Monday. Mr. Prasad said that the coalition Government was committed to working under the Common Minimum Programme (CMP), jointly formulated from the election manifestos of the Janata Dal (Secular) and the Congress. He said that the farmers could now avail crop loans from the service banks for six per cent interest. He also said that there was a budget provision to implement the coalition Government's new programmes. He said that the yellow cardholders could buy one kg of rice for Rs. 3.
