HYDERABAD, OCT. 5. The Election Commission of India has appointed Prashant, an IAS officer, as Election Observer, for the Asifnagar byelection. He will be staying at Secunderabad Club, room No. 11 and is available to the public at this address. Mr. Prashant's phone number is 98499 08729 and 27805377. Meanwhile, the Hyderabad Police Commissioner, R.P. Singh, chairing a meeting of the contestants of Asifnagar by-election and their respective election managers, told them that no history-sheeter would be allowed to act as an election agent, according to a press release. A person acting as election agent in a polling booth must be hailing from the area of the booth, he made it clear on Tuesday. The Additional Commissioner of Police (co-ordination), A.K. Khan, appealed to all the contestants and political parties to submit their list of sensitive and hyper-sensitive areas.
