dated October 9, 1954: Ceylon Indian Problem

Sir John Kotelawala, Prime Minister of Ceylon, and other members of his delegation for talks on the problem of Indians in Ceylon, arrived in New Delhi on October 8 from Bombay. Sir John told pressmen at the airport, "We must find some solution to the Ceylon Indian problem based on goodwill and friendship. As neighbours we cannot afford to be in the present uncomfortable position. There are no stateless persons anywhere in the world. People must belong to some State or the other. Only some do not decide either way and make themselves stateless." The Indians in Ceylon must be either Ceylon nationals or Indian nationals. Asked whether the earlier assurances and agreements between India and Ceylon remained intact, Sir John said that all these old assurances and agreements since 1946 must be taken into account and a satisfactory solution reached. That was the reason why he had brought with him the former Prime Minister of Ceylon, Mr. Dudley Senanayake.
