Two-child norm

Sir, — The Supreme Court has upheld the Haryana law on the two-child norm, disqualifying a person from becoming a member of a municipality (Oct. 13) in the "national interest." If the norm is extended, many politicians will not be able to contest elections to Parliament, the State legislatures and local bodies. All politicians, therefore, are likely to oppose the court ruling. A beginning has been made by the Health Minister, who has given the assurance that the UPA Government will not impose the norm. And that it is for a population stabilisation programme on a voluntary basis.

Sir, — The judges have observed that "the statute which provides the right to contest in elections can also provide necessary qualifications and disqualifications ... " The decks have been cleared for Parliament to enact laws in this regard.
