VISAKHAPATNAM, OCT. 13. Dissidence among ruling party MLAs was a ticklish issue and troubled several incumbent Chief Ministers, the State campaign coordinator of the Lok Satta, D.V.V.S. Varma, told reporters here on Wedensday. He said that in the present electoral system, the Chief Minister was elected by MLAs who spent huge amounts to get elected and admitted that their efforts later would be directed at getting back the money. "To do away with the ills, the Lok Satta advocates direct election of the Chief Minister," Mr. Varma said, arguing that the federal set-up had safeguards against directly elected Chief Ministers turning dictatorial. Among other electoral reforms, the organisation would, in coordination with 25 other organisations, campaign for proportional representation and barring those with criminal records from contesting elections, he said. Mr. Varma said the Right to Information Act could not be implemented because relevant rules had not been framed. He urged the Union Government to make the Act effective by making amendments, including a penal provision if the information was not provided. The Lok Satta would launch a month-long campaign for this from October 25.
Power to local bodies
The Congress, which had promised empowerment of local bodies, had not taken any action four months after assuming power, he said. As part of its awareness campaign in villages, the Lok Satta would hold meetings at the village squares to look into people's problems involving officials and people's representatives. Mr. Varma said the Lok Satta was conducting organisational elections for office-bearers for the next two years.
