KOZHIKODE, OCT.13. The City Police Commissioner, H. Venkatesh, is inquiring into the complaint of a woman police officer, Yamuna Khalifa Mohammed Bakker Al-Fakkhai, attached to Abu Dhabi Police in the United Arab Emirates (UAE), accusing the Assistant Commissioner of Police (Kozhikode City Special Branch), M.T. Francis, of "sexual misconduct" and "demanding of bribe" for issuing a No Objection Certificate (NOC). In her petition to the North Inspector General of Police (IGP), Arvind Ranjan, two days ago, Ms. Yamuna, 30, (Passport Number: A0872013) had alleged that Mr. Francis had attempted to outrage her modesty at the Special Branch Office on October 8.
Report to IGP
The Commissioner would forward a report to the IGP and the Deputy-Inspector General of Police (DIG), Nitin Aggarwal. He has already taken evidences from both the parties. More evidences would be collected to ascertain the facts and, if the allegations were found to be true, a departmental action would be initiated against the officer, a top brass of the police told The Hindu here today.
Obscene language
Ms. Yamuna had been to Foreigner's Registration Office (FRO) attached to the City Police Commissioner's Office last week to get a certificate to go to Abu Dhabi to extend her leave. Mr. Francis had then used "obscene language" against her and made "sexual advances" while she was in his office, Ms. Yamuna alleged in her petition.
Demands bribe
It was also alleged in her petition that even after leaving the office Mr. Francis called in her mobile phone from the special branch office (phone: 2721697) at 9 p.m. and demanded Rs.10,000, a visa to go to the UAE and also asked her to spend a night with him if she wanted the NOC.
He also allegedly demanded that she go with him to Thrissur and when she refused he said he would come to her house.
" The police officer then used obscene language through the phone. Since it was a hands free mobile phone my mother and other relatives were witness to his foul language," the petitioner alleged.
Indian origin
Ms. Yamuna said that she was a UAE citizen of Indian origin, who had divorced her husband Mohammed Sherif employed in Abu Dhabi and was with her mother and family at Kuttichira in the district since June 9, 2001. Ever since she had also registered at the FRO with Registration Number: D 3 RC No: 1404/UAE/2002 CC.
After her eight-year old son lost his passport she had taken a new one. However, her former husband had filed a case in connection with this at the High Court of Kerala (O.P Number 26811/02). "I am here after taking leave from the Abu Dhabi Police. I had to return to renew my leave," she said in the petition. Her complaint has been forwarded to the Chief Minister, the Director General of Police, and the State Women's Commission (SWC) chairperson.
