State to order probe into arson

BANGALORE, OCT. 13. Precautions have not been taken to prevent the violence that broke out at Dyapalapura village, 15 km from Hassan, after the murder of a municipal councillor and his friend there, the Chief Minister, N. Dharam Singh, said today.

A judicial inquiry would be ordered, he said. "This morning, I reviewed the situation. Yes, there were very bad lapses. The district administration did not take adequate precautions after the double murder. That aggravated matters," he told presspersons here on the sidelines of a workshop on standards and labelling of consumer appliances.

Slow response

After the double murder, the police failed to take precautions and were slow to react when a mob started torching villages in Dyapalapura in Salagame hobli. If they had acted faster, the torching could have been avoided, Mr. Dharam Singh said.

"I asked the area Superintendent of Police about the delay. I was not satisfied with his answer. I have now directed the Deputy Commissioner of the district to start relief and rehabilitation work immediately — distribute clothes and food and so on."

The Development Commissioner and the Director General and Inspector General of Police would visit the village. "The district Minister, H. D. Revanna (who was present at the media interaction), will go there tomorrow. It is sad that such a thing happened in a village just 15 km from Hassan," Mr. Dharam Singh said.

Disciplinary action

When the official team returned, they would submit a report to the Government. "Based on that, disciplinary action will be initiated against those responsible for the lapses which the police now blame on lack of intelligence. No matter how high-ranking the official, he will not go unpunished," Mr. Dharam Singh said.
