DGP told to take action against SI for duty lapse

THIRUVANANTHAPURAM, OCT. 13 . The Lok Ayukta has directed the Director General of Police to take departmental action against the former Sub- Inspector of the Poojappura Police Station, V. Krishnakumar, for failing to discharge his official duties owing to political influences.

The court has also directed the present SI of the police station to register a crime case against the councillor of the Thrikannapuram ward, T.V. Jayamohan, and 10 persons for taking the law into their own hands and demolishing a compound wall on the property of a retired teacher.

The Lok Ayukta, K. Sreedharan, and the Upa Lok Ayukta, V. Bhaskaran Nambiar, passed the order on the basis of a complaint filed by the teacher, T.B. William, a resident of Karithalakkal in Aramada here.

The DGP and the SI, Poojappura, were named as the respondents in the complaint.

According to the complainant, on January 21, Mr. Jayamohan and his aides demolished a granite boundary wall on one side of Mr. William's property to construct a pathway. Mr. William filed a petition before the SI in this connection, but he did not take any action against the law-breakers.

Mr. William approached the Lok Ayukta and the Dy.SP attached to the court conducted an inquiry into the incident. The inquiry report said the people of the locality wanted the wall demolished for widening the pathway. On behalf of the locals, the councillor approached Mr. William to give up some land to widen the pathway, but he hesitated.

The report said that following this, more than 10 people led by Mr. Jayamohan demolished an 80-metre length of the wall when Mr. William was not present in his house and caused him a loss of Rs. 20,000. Mr. William petitioned the police station, but Mr. Krishnakumar failed to visit the spot or register a criminal case against the miscreants.

The inquiry report recommended that the City Police Commissioner should ask the Poojappura police to record Mr. William's statement and register a case against the councillor and the others.

The SI should be asked to show cause why he failed to register a case and take appropriate action.

The conclusions of the report were endorsed by an Inspector General of Police.

In its order, the Lok Ayukta said the SI had failed to discharge his duties on account of extraneous considerations and that "it appears that he is a misfit for the police department". The inaction shown by him on account of political leniency amounted to maladministration, it added.
