Two-child norm

Sir, — The two-child norm should be implemented as early as possible. Attractive incentives should be given to those with two children or less. Those with more than two children should be "punished." The norm should be applicable to one and all in the country equally. Population stabilisation can be achieved only through firm and concrete steps.
