NEW DELHI, OCT. 15. Tightening further the norms for import of steel scrap, the Government today announced that a "pre-shipment inspection certificate" would be mandatory for all future consignments of un-shredded scrap. Import of un-shredded scrap would be allowed only through designated ports to be notified the Directorate-General of Foreign Trade (DGFT) shortly. The decision follows incidents of recovery of mortar shells and missiles from imported scrap.
Onus on shipping firms
The Commerce and Industry Minister, Kamal Nath, said all scrap coming into the country would have to carry a pre-shipment inspection certificate. The shipping companies transporting the scrap should get the certificate before loading the shipment, he said. Mr. Kamal Nath was speaking to reporters after meeting officials of the Ministries of Steel, Shipping, Home, Finance and Commerce as well as representatives of the Steel Furnace Association of India and the All-India Induction Furnaces Association. He said 23 certifying agencies were recognised for pre-shipment inspection including many agencies based abroad. Shipping companies would be advised to load cargo only with a pre-shipment inspection certificate, wherever necessary, he said.
Combustible material
Besides, he said, the Home Ministry would soon issue an advisory specifying a period within which voluntary disclosure of material of combustible nature in the possession of importing units, if any, would have to be made. This would prevent such material from being abandoned at various places, causing risk to human life and property. The procedure for import of metallic waste and scrap had earlier been tightened with the imposition of port restrictions and a system of 100 per cent inspection by Customs authorities.
