CHENNAI, OCT. 15. A public interest litigation petition seeking a direction to State and Central Government authorities to take steps to provide a green flickering indicator on the rear side of all vehicles as an `overtake signal' has been filed in the Madras High Court. Justice K. Govindarajan, before whom the petition filed by G. Berlin Raj of Mullanganavilai in Kanyakumari district came, asked the respondent-authorities to pass orders on the representation sent to them by the petitioner this March. Explaining the difficulties in a traffic system, which has no separate indicator for permitting vehicles to overtake others, the petitioner said driving during night became dangerous as hand/light signals lacked clarity. Mr. Berlin Raj said introducing green lights as an `overtake signal' would improve road safety and reduce accidents. The Government could enforce safety measures under Sections 64 and 65 of the Motor Vehicles Act 1988. The authorities could control and regulate traffic in public places, by issuing suitable directions under Sections 45, 53, 56, 66 and 84 of the Act, the petitioner said. As his representations to the Union Ministry of Surface Transport and State officials, including the Secretaries of Transport and Home departments, and the Transport Commissioner did not evoke any response, the judge directed them to consider the petition and dispose it of in accordance with the law.
