Ryots walk out protesting `non-disbursal of loans'

THANJAVURNAGAPATTINAM, OCT. 15.OCT. 15. Protesting against the "failure" of cooperative banks in disbursal of crop loans, farmers walked out of a grievances day meeting here today.

Earlier, a farmer, S. Kalyanasundaram, wanted to know the meaning of a circular, issued by the Joint Registrar of Cooperatives to Primary Agriculture Cooperative Banks (PACBs), which said priority in disbursal should be given to those who had cleared their dues and that no new loan should be given to those who had not.

Pon. Kaliyamurthy and Sundara Vimalanathan said the circular militated against the Centre's announcement that fresh loans be given to all farmers, irrespective of their arrears.

However, the Joint Registrar, Pandiyan, said the circular did not say loans should not be given to those who had not paid the dues.

Sivan Arul, special officer of the Thanjavur Central Cooperative Bank (TCCB) and the Kumbakonam Central Cooperative Bank (KCCB), said the Tamil Nadu State Cooperative Bank gave the TCCB sanction for disbursal of loans to the tune of Rs. 25 crores. The sanction limit for the KCCB was Rs. 43 crores.

The Thanjavur Collector, J. Radhakrishnan, presiding, said the TCCB had till October 13 sanctioned loans to the tune of Rs. 13.72 crores to 4,637 farmers and the KCCB, Rs. 7.10 crores to 3,402 farmers.

Moisture content

The farmers said the permissible moisture content in kuruvai paddy for procurement by the Direct Purchase Centres of the Tamil Nadu Civil Supplies Corporation should be 22 per cent, instead of 17. For, the paddy got damaged in the recent rain. The Collector said a proposal to enhance the limit was already sent to the Government.

Navaneetha Krishnan, Joint Director of Agriculture, said kuruvai paddy was raised on 24,136 hectares in the district and harvest completed on 21,315 hectares. Of the planned area of 1,30,000 hectares under samba, transplantation was completed on 45,515 hectares.

Fast withdrawn

Five members of the Tamil Nadu Vivasayigal Sangam affiliated to the Communist Party of India (Marxist) who went on a fast yesterday withdrew it today, following an assurance by the Collector that steps had been taken by the cooperative banks to disburse loans to all the farmers in the district.

Mettur gets

heavy inflow

THANJAVURNAGAPATTINAM, OCT. 15.OCT. 15. The Mettur reservoir received heavy inflow of 18,473 cusecs of water this evening (15,296 cusecs last evening). Irrigation officials said it was due to good rain in the upper reaches of the dam in the past few days.

Discharge for Cauvery delta irrigation was reduced by 1,000 cusecs (from 15,031 cusecs released last evening to 14,009 cusecs).

The level in the dam stood at 80.96 feet (120 ft) this evening and the storage was 42.91 tmcft (93.4 tmcft).

From the Grand Anicut, Vennar is getting a supply of 8,041 cusecs. The Cauvery, the Grand Anicut Canal and the Coleroon are getting 1,043, 3,004 cusecs and 1,277 cusecs.

The farmers are carrying out samba paddy transplantation in full swing in the delta region of Thanjvur, Tiruvarur and Nagapattinam districts. It is expected to be completed in 10 days.
