Bidhuri flays Centre over colonies' issue

NEW DELHI, OCT. 15. Stating that nothing short of the Indira Gandhi's policy for regularisation of unauthorised colonies would be acceptable, the Nationalist Congress Party leader, Ramvir Singh Bidhuri, today blamed the United Progress Alliance Government at the Centre for trying to impose "unjustified'' development charges for regularisation of such colonies till March 2002.

Demanding that a special session of the Delhi Assembly should be convened to discuss this important matter, Mr. Bidhuri told media persons today that his party and lakhs of people living in unauthorised colonies were not going to accept the decision of the Union Urban Development Ministry to regularise such colonies through payment of exorbitant development charges and penalty. ``It should be left to the Delhi Government to decide on what kind of development charges it wants to impose on such colonies and the Central Government should restrict itself to only the regularisation process,'' he added.

Stating that such a move would sound the death knell for the Congress party as it had made promises on several occasions to the people of Delhi on this issue, Mr. Bidhuri said it was unfortunate that the Union Urban Development Ministry had recommended collection of Rs. 6,600 in the name of electricity connection and Rs. 990 per square metre in the name of water, sewerage and roads, which was gross injustice to the people and insult to the memory of former Prime Minister, Indira Gandhi who had regularised about 600 such colonies in 1976-77 without imposing any development charge.

Mr. Bidhuri said the Congress party had time and again promised in its election manifestos that no charges would be imposed for regularisation of unauthorised colonies. ``Such a decision would only spell disaster for the Congress party and it should be taken back immediately,'' he added.
