The previous Congress-led Government had stopped paying bonus to the employees, citing financial crunch as the reason, after they received the last benefit in 1998. The employees raised the demand after the change of Government and the ruling Bharatiya Janata Party agreed in principle before the Lok Sabha elections to restore the payment of bonus.
According to the official orders, bonus will be paid with the ceiling of Rs. 2,500 to the non-gazetted employees in the salary scale of less than Rs. 8,000-13,500. Bonus will also be given to the Zila Parishad and Panchayat Samiti employees working as on March 31, 2004.
The increase in dearness allowance by three per cent of the total of basic salary and dearness pay has been brought into effect from July 1, 2004. Official sources said the additional burden on the State exchequer by the payment of bonus would be to the tune of Rs. 125 crores annually, while the hike in dearness allowance would lead to additional commitments amounting to Rs. 150 crores every year.
