MAHABUBNAGAR, OCT. 16. The Chairperson of the State Commission for Scheduled Castes and Tribes, K. Punnaiah, has said that untouchability in the State could be eradicated within three years if the Government implements the two G.Os that have been issued the by the previous Government on his recommendations. Speaking to mediapersons here on Saturday, Justice Punnaiah, who was here a two-day visit, said the G.Os 105 and 128 had been issued in October 2001 but were not implemented anywhere in the State. He said G.O. 105 states that a Sub-Inspector of police must tour villages that fall under his jurisdiction once a week and book cases against those practicing untouchability. He should lead Dalits in the village into the village temple. G.O. 128 says mandal and police officers should hold a `civil rights day' at the mandal level once a month. Justice Punnaiah said the country would follow Andhra Pradesh if these two G.Os were implemented in "letter and spirit." He said the cases registered on atrocities against Dalits were getting nullified due to the failure of the police to provide protection to the witnesses. He disapproved of the suggestion of that the "creamy layer" of the SCs must be left out while implementing reservations. Commission members T.V Narayana, K. Nagaiah, Ajmi Raju Naik and S. Vijayamma, and Commission Secretary, Subba Rao, were present.
