BANGALORE, OCT. 16. A large section of residents of the BDA layout in HAL 3rd Stage have decided to boycott the byelection to the Bangalore Mahanagara Palike council to be held on Sunday. The president of the Residents' Welfare Association, A.K. Varadhan, said that the layout was taken over by the BMP eight years ago and the residents were regularly paying taxes and betterment charges. But the area continued to be neglected. The storm water drain, which got clogged frequently and the open drain led to serious health problems. As the storm water drain on Airport Road was usually blocked by the dumping of waste and debris, sewage gushed into the residential area after every rain. Two months ago, BMP officials visited the area and promised to get works done, but nothing had happened till date.
