Cabinet nod for farm marketing infrastructure scheme

NEW DELHI, OCT. 20. The Cabinet Committee on Economic Affairs (CCEA) today approved a Rs. 190-crore Central sector scheme for developing and strengthening the agricultural marketing infrastructure for States who amend their Agriculture Produce Marketing Committee (APMC) Act, wherever required, to allow direct marketing and contract farming by private sector and cooperatives. The Act must be amended to permit setting up of private sector markets alongside the traditional mandis/markets.

With a financial Central outlay of Rs. 190 crores, the scheme envisages setting up new markets, strengthening and modernisation of existing markets and upgradation of Agmark laboratories of the Department of Agriculture between now and 2006-07. However, there would be no duplication with schemes already being implemented by the Ministry of Food Processing Industries.

At the same time, the CCEA gave its nod for `continuing' the ongoing Capital Investment Subsidy Scheme for construction and renovation of rural godowns with a total outlay of Rs. 445 crores in the current Five-Year Plan for creating 32 lakh tonnes of new capacity and four lakh tonnes of renovated capacity. Only some modifications have been made in the operational guidelines for new projects with regard to restrictions on total sanctions and subsidies. The scheme would be implemented through the National Bank for Agriculture and Rural Development (Nabard) and National Cooperative Development Corporation.

According to the government, the scheme would provide increased access to small and marginal farmers to agricultural marketing infrastructure for better price realisation. The scheme would be implemented through Nabard and the National Cooperative Development Corporation.
