NELLORE, OCT. 23. With a view to giving a fillip to the welfare of vulnerable groups, the district administration has taken up a number of initiatives. These include bringing about functional integration of the three major departments -- Social Welfare, Backward Classes Welfare and Tribal Welfare -- by bringing out a common menu, common registers and common reporting systems.
New grading system
A new grading system has been introduced for Class X boarders with the aim of improving their academic standard and to lay a sound academic foundation. At the same time, serious thought has been given to the requirements and shortcomings confronting these core departments. It has been found that with regard to Social Welfare, there was a need to sanction hostels in at least the four mandal headquarters of Sydapuram, Duttalur, Pellakur and Balayapalli. An amount of Rs. 10 lakhs is needed for clearing scholarships for 2003-04. With regard to Backward Classes Welfare, the shortcomings are mainly inadequate supply of materials like trunks, mattresses, plates and glasses. There is also need for sanction of a new BC study circle in Nellore and new hostels at Bogole and D.V. Satram mandals.
Tribal welfare
The needs of the Tribal Welfare Department include release of funds to take up construction of residential school buildings sanctioned at Kodavalur, Gudur and Somasila. The balance of post-matric scholarshps for all the three departments stood at more than Rs. 14 crores. Keeping the requirements of these departments in view, it has been decided to sanction 40 Social Welfare buildings at a cost of Rs. 6.40 crores in the next two years besides 11 community halls in each Assembly constituency with an outlay of Rs. 44 lakhs, sanction of 2,500 additional seats for boarders in SW hostels and construction of additional building for college boys' hostel at Nellore at a cost of Rs. 16 lakhs.
Clearance of arrears
With regard to clearance of arrears, it has been decided to release an additional grant of Rs. 75 lakhs towards development fee for engineering and self-finance for degree and PG courses. Funds are also required for completion of Babu Jagjivan Ram Bhavan at Nellore at a cost of Rs. 18 lakhs.
