`Alternative scheme' to abolish bonded labour

CHENNAI, OCT. 23. Two non-governmental organisations have submitted to the Government an "effective plan" to eradicate bonded labour.

If the system is implemented, the bonded labour system will "very much be under control", they claim. Under the alternative scheme, industries should compulsorily maintain records including identification cards, attendance register and pay receipts.

Labourers should be provided the basic rights and minimum wages as recommended under the law, K. Chandrasekar, secretary, Development and Education for Workers (DEW) and the Society for the Abolition of Bondedness (SAB), said on Thursday.

He was talking to presspersons after a discussion on `total eradication of the bonded labour system in Tamil Nadu', jointly organised here by the two organisations.

The Government should appoint special officers in all districts and empower them to abolish the bonded labour system and rehabilitate the labourers. Maximum punishment should be awarded to those who engaged bonded labour. A separate budget allocation should be made for dealing with the problem.
