HYDERABAD, OCT. 23 . In an attempt to set right the injustice done to Scheduled Castes and Schedule Tribes employees in promotions, the State Government has decided to amend the G.O. Ms No. 2 of the Social Welfare department, according to an official press release. The expression "the fraction shall be ignored" in G.O. Ms 2, issued on January 1, 2004, has been substituted with "the fraction of 0.5 or more shall be rounded off to the next higher digit". The amendment will come into effect from the current panel year 2004-05. To elaborate how ignoring the fraction in arriving at the adequacy for SCs and STs was unjust, an example was cited. If the cadre strength of a post was 6 in a particular department, a 15 per cent adequacy would come to 0.90, and if the fraction was to be ignored according to the guideline in the G.O., the required number of SCs would be zero. This would mean no inadequacy, and hence no need to implement the rule of reservation, nullifying the very purpose of the reservation policy. Several representations had been received demanding the deletion of this condition. Writ petitions too had been filed before the High Court.
