KABUL, OCT. 24. The interim leader, Hamid Karzai, has won a majority of estimated votes cast in Afghanistan's landmark presidential elections, according to preliminary results released on Sunday, leaving only an investigation of alleged irregularities between the U.S.-backed incumbent and a five-year mandate. An expert panel is still reviewing allegations of electoral fraud levelled by other candidates, and it may take another week for an official announcement declaring Mr. Karzai the winner. Mr. Karzai has received 4,105,122 votes, more than half of the estimated 8,114,071 valid votes cast in the October 9 vote. He must get more than 50 per cent to win the election outright and avoid a runoff against his closest challenger. Some 7,473,059 valid votes or just over 92 per cent of the total have been counted so far, with Mr. Karzai at 54.9 per cent, 38.5 points ahead of his nearest rival, Yunus Qanooni. It is possible that more votes were actually cast than the estimate, but barring a near-reversal in the pattern of results, the changes would not be enough to drop Mr. Karzai under the 50 per cent mark, even if all the remaining estimated votes went to other candidates.
Concedes defeat
Yunus Qanooni, chief rival of Mr. Karzai, today acknowledged the latter as the winner, a spokesman said. ``In order to respect the nation's will, based on the numbers announced up to now, we consider Karzai the winner in the elections and he got a simple majority,'' the spokesman Sayed Hamid Noori said.
