Pondy groundwater authority constituted

PONDICHERRY, OCT. 25. The Pondicherry Agriculture Minister, A. Namassivayam, today announced the constitution of the Ground Water Authority under the Pondicherry Groundwater (Control and Regulation) Act, 2002.

The Secretary to Chief Minister and groundwater expert, I. Vasanthakumar Reddy, has been appointed the Chairman of the Authority. The other members of the panel are the Director of Agriculture, the Executive Engineer (Irrigation) Public Works Department, the Director of the Department of Science, Technology and Environment and a scientist from the Regional Director of the South Eastern Coastal Region of the Central Groundwater Board (Union Water Resources Ministry) based at Chennai. The Authority was formed on October 15 through an order of the Lt. Governor of the Union Territory.

A. Abdullah of Sultanpet (Pondicherry), R. Kesvan of Karaikal and S. Samraj would be non-official members. The hydro-geologist in the State Groundwater and Soil Conservation Unit had been nominated Member Secretary of the Authority.

Legislation needed

Mr. Namassivayam said the Authority had been formed following the Chief Minister's assurance in the Assembly during the last budget session. Legislation to regulate sub-soil water had been adopted by the Assembly in 2003 and, with the President's approval, brought into effect on September 15 last year. Pondicherry was the second Union Territory after Lakshadeep to have legislation for the protection and regulation of sub-soil water. Tamil Nadu, Goa, Maharashtra, Kerala and Andhra Pradesh had introduced legislation to protect underground water. Mr. Namassivayam said the Authority would have the power to punish those violating the provisions of the Act.
