BANGALORE, OCT. 29. As a measure to reduce overcrowding in existing jails and prisons, the Department of Prisons has started constructing 11 new district prisons and taluk sub-jails. The work is to be completed by 2007. While the district prisons are being constructed at Bagalkot, Chitradurga, Chamarajanagar, Madikeri, Haveri, Udupi and Koppal; the taluk sub-jails are coming up at Ramanagaram, Chintamani, Tumkur and Sakleshpur. According to the Deputy Inspector General of Prisons, N. Jayaramaiah, the department will start work on the district jails in Udupi and Koppal after obtaining technical clearances. He told The Hindu that the department had also started work on 348 staff quarters in Dharwad, Karwar, Bidar, Raichur, Mysore, Gulbarga, Shimoga and eight other places. "The project is part of a Union Government scheme for building extra prisons, repairing and improving the facilities in existing ones." The scheme is being implemented on a cost-sharing basis with the Union Government contributing 75 per cent and the State Government the balance. The Union Government has set aside Rs. 1,800 crores for such projects in the States, to be completed in five years from 2002-03.

According to the Union Home Ministry's Annual Report for 2003-04, the Union Government has released Rs. 270 crores to the States in 2002-03. This year it has released Rs. 197 crores. Under the scheme, the State has been allotted Rs. 53.9 crores. Of this, the Centre will contribute Rs. 40.42 crores and the State Rs. 13.47 crores.
