BANGALORE, OCT. 29. The President of the State unit of the Janata Dal (United), B. Somashekar, has sought an explanation from the Chief Minister, N. Dharam Singh, over the inordinate delay in the expansion of the coalition Ministry and said it was a reflection on the poor control that Mr. Dharam Singh had over the Ministry. Mr. Somashekar told presspersons here on Friday that the coalition Government had created a record of sorts and with every passing day the Chief Minister was increasingly finding it difficult to expand the Ministry. It was a "truncated" Government that was in power and consequently, all works had come to a standstill.
