HYDERABAD, NOV. 1. The Chief Minister, Y.S. Rajasekhara Reddy, on Monday underscored the need for local bodies to be strengthened by improving awareness among both people's representatives and officials. At the golden jubilee celebrations of the Andhra Pradesh Academy of Rural Development (APARD), he recalled the plans initiated by Indira Gandhi for the landless. On November 19, her birth anniversary, he said the State would launch "Indira Prabha," a land development programme with an outlay of Rs. 500 crores from NABARD aimed at putting to productive use land already distributed to landless poor in the past.
Groundwater depletion
"Dryland agriculture remains a gamble in the absence of assured water," Dr. Reddy told farmers. He recalled the words of P. Sundarayya, the legendary Communist leader, that it was the duty of any Government to provide water for at least one crop for every acre of land. The Chief Minister expressed concern over groundwater exploitation and said the table was plummeting so fast that even mango, toddy and tamarind trees were drying up.
