This Day That Age
Consultations between the three Western Allies have resulted in a broad agreement that there is nothing to be gained by accepting the Soviet proposal for a four-Power conference to discuss unification of Germany and the withdrawal of the occupation troops. The task before the officials meeting in London to draft a reply to the Soviet note of October 23 will, therefore, be mainly one of turning down the proposal as tactfully as possible without giving Moscow an opportunity once again to claim that it alone is interested in German re-unification and that the Western Powers are not. It is expected, therefore, that the reply will not be a blank refusal, but contain some formula indicative of Western willingness to go into a conference with Russians at a future date.
