NEW DELHI, NOV. 2. The Panchayati Raj Ministry will set up a task force of State Secretaries to work out modalities for the implementation of Central schemes through Panchayati Raj institutions.This was decided at the fifth round table conference on Panchayati Raj held in Srinagar last week. The States will prepare a Devolution Index of functions for Panchayati Raj institutions for self-assessment, which would be evaluated by academic bodies. The index will be taken as an illustrative guide of the performance and not as a ranking mechanism. The annual report on `State of the panchayats', of which the Devolution Index will be a part, will also include the status of devolution of functions, functionaries and finances to the Panchayati Raj institutions. The Panchayati Raj Ministry will prepare an annual report on the state of the panchayats in the country as a whole which will be tabled in Parliament. The conference, chaired by the Union Panchayati Raj Minister, Mani Shankar Aiyar, was the fifth in the series of seventhat will ultimately lead to the finalisation of a draft action plan..
