Expert group soon to look into Armed Forces Act

NEW DELHI, NOV. 2. The Centre has suggested formation of an expert group to look into the "legal, constitutional and moral" aspects of the Armed Forces Special Powers Act (AFSPA).

Talking to reporters at the North Block here today after an hour-long meeting with the Union Home Minister, Shivraj Patil, leaders of Apunba Lup, an apex body of 32 organisations involved in the agitation demanding withdrawal of the Act in Manipur, said the expert group would consist of sociologists, legal luminaries, MPs, leading politicians and representatives from several organisations from Manipur. It would review the Act and suggest replacing it with a more "humane" law.

Though no time-frame has been specified for setting up the expert group, A. Lokendra Singh, leader of the delegation, said the Home Minister suggested that it should be done "as soon as possible."

Asked if Apunba Lup would call off its agitation, Mr. Singh said that they would go back home and have a discussion with all the organisations. The meeting of Apunba Lup leaders with the Home Minister came a day after they called on the Prime Minister, Manmohan Singh, and got an assurance for review of the Act.

"Both the Prime Minister and the Home Minister were very sympathetic and we had detailed discussions with Mr. Patil on many issues. There may be problems in the way we perceive many things but it was very cordial and positive,'' said the Apunba Lup leader.

Answering queries on their demand for repeal of the AFSPA, he said that people in Manipur were for the repeal and the Government might go for "review and replacement" of the Act ultimately.
