MADIKERI, NOV. 4. Irregularities in the functioning of the Kodagu Zilla Panchayat-run sports school at Ponnampet in Virajpet taluk appear to have defeated the purpose for which it was set up two years ago. Several lapses have come to light following an investigation conducted by the Chief Planning Officer of the zilla panchayat, K.C. Lalappa, who has submitted a detailed report to the Chief Executive Officer, P.L. Budihal. The report states that 42 people undergoing training in hockey were not being given food as per the menu. It quotes the students as complaining that even mutton and fish had been denied to them. Of the Rs. 56 to be spent on each person a day for food, the expenditure hardly totals Rs. 25 and the reminder is unaccounted for, the report says.
Allocation
Though the zilla panchayat enhanced the allocation to the sports school from Rs. 8 lakhs in 2003-04 to Rs. 14 lakhs for 2004-05, the sorry state of affairs continue at the school, the report says. It notes that the students are not given breakfast according to the menu, which forces many of them to eat in hotels. There is no discipline among the students in the absence of a warden, the report states. It records that 18 students were found outside the school around 8 p.m. on a particular night. The report notes that owing to inadequate facilities, food is being cooked outside the kitchen. Lack of LPG cylinders has resulted in the closure of the kitchen for the past four months, it says. An extended portion of the BCM hostel nearby serves as the "open kitchen" for the sports school, it says. Stench emanates from the soak pit of the BCM hostel as the cement slab covering the pit has cracked, the report says. Of the six lavatories, three have not been used for the past two months, the report says. The doors of the toilets are broken and they have not been repaired. The BCM hostel located close by is a better place and the students should be shifted to it, the report suggests.
